Moustache testbench (int/vsync/palette)

Since I passed my Moustache tesbench+Seascape test then I never pass back second round part of phX demo...

Moustache testbench has been created in order to calibrate FPGA MiSTer and MiST board forks of CPC

It does squeeze a few the horizontals (so do not try it too many times)
