But, please after doing that, check again with your multimeter. It is expected to have positive (red) inside and negative (black) outer to display +5V.

I checked my second CTM644 and with the red probe inside and the black probe outside I get +5v
I will test to have the same result, before connecting to cpc

-12V outside / GND inside.

Actually is was ToTO who mentioned the voltages, because he was giving the information for both supplies.
