Techni Musique? Samples or Speech Synthesizer?

Does anyone have more info on the Techni Musique?

It sounds like samples, but maybe it could be like a speak and spell?

The speech sounds to be quite human-like at the same time the a bit rough like a 1 bit sample.

From listening and from description I think it is a synthesizer that creates artificial sound. It is not playing back samples. The rough sound stems from the used synthesis technique, not from a low bit depth. The control parameters of the synthesizer can be seen here. If these parameters are altered fast enough and in the right way, the device can produce acceptable speech. The trick usually is to not only model the phonemes one after the other, but especially also the transition between them.
