how can you with  "wincpc"  create a new "cdt"?

You can't. (Garnicht)

WinCPC cannot save CDT's.

JavaCPC can store tape data as WAV and also you can convert WAV to CDT using CPCTapeXP or internal WAV2CDT function in JavaCPC.
When you put your ear on a hot stove, you can smell how stupid you are ...

Double an cdt file and overwrite it :-)
