Yes, you wouldn't be able to control an of the other players while you have possession.

However, like you said...

...in netball, you can only hold the ball for 3 seconds - so controlling the receiver instead of the player with the ball, could be an interesting mechanic to implement. This would make the gameplay have a bit more options on the tactical sides of things (though the learning curve could end up being quite steep).

I had thought of the mechanic very similar to this a while back, but I had wanted it to feel arcadey rather than simulated. I also couldn't find any games that did a similar thing.
