I'd definitely say target hardware should be a GX4000 (so 64K, no add ons, no keyboard required etc) and also entries must use at least one Plus feature. At minimum that means setting a Plus colour palette even if everything else is done old school, I don't think that's anything that requires much "learning hardware" and keeps the spirit of the thing very cart centric.
