I get HANSE and KAISER in mind, don't know if there are english versions, only had the german ones back then ;)

Hanse was also released in French, at least, had forgotten about it. Pretty nice!

Kaiser I didn't know about, released in 1984? Wow. Though it looks a bit more like trade and less like resource management.
