It was always the politics of the UK to generate problems on the continent (more often Europe, once North America), because as long as we slaughter each other they are fine off.

But I don't get that one with the stair. Or is it a ladder

Nope, they can't climb them but they used some sort of booster in the original series (http://tardis.wikia.com/wiki/File:Dalek_climbs_stairs.jpg) and the new one they just use some sort of anti gravity thing to float up them.... I feel such a sci-fi nerd now
