This system originated in Japan but was also sold in France, anyone remember it?

Look at the cartridge, it is very similar to the GX4000 cartridges, it is a long shot to think they may be the same size but if anyone in France can find one we might have more chance of finding a source for cartridge cases as they might be an "off the shelf" item.

Hm. They look bigger and thicker than the Amstrad cartridges... and from a quick look on eBay they seem prohibitively expensive?

Yes, you could be right, it's hard to tell from a photograph, just clutching at straws I guess.

Someone remind me, why exactly is the shell required after all? Couldn't we have open-air boards?

Several reasons.

1, it is hard to pull out the cartridge, with a pcb only, you risk cutting yourself on the sharp pcb edges if your fingers slip.

2, it protects all the components on the pcb.

3, it looks better.

4, you could sell cartridge software easier if it was in a reasonably good case.

4 (and also 1): apologies, I had the Multicart in mind, not individual cartridges. Like in 1, once you have the Multicart in place there's no much need to unplug it...

5, the shell prevents PCB wobble and ensures correct centering therefore fewer crashes.
