If I had the money and wanted this signature badly, I'd search Alexej out, arrange a meeting and pay him his due. The Megadrive game itself must be just a few
quids worth these days.

But you should get it a lot cheaper, and perhaps even have some fun doing it:

Search and buy the cartridge
Take a holiday
Book a flight to America
Search for Alexej (or hire someone professional to do it)
Beg him on your knees for a signature (or give him enough money)
Do not be a prick by selling it on ebay for a million.
