There are 2 parts to it.
1. You need to format the disc to "SYSTEM" or "VENDOR" format.
2. You need to install the CP/M boot tracks
I don't know about managedsk but for cpcxfs you can type:
cpcxfs -nS disc.dsk
to format a system disc.
I'm not sure how you would get the system tracks on there.
I have written my own tool to read/write sectors and cpcdskmanager is meant to do it (but I couldn't get it to work myself).
Another option is to take one of the existing dsks of a cpm disc and blank the data from it.
