FDC does execute instructions when IO_RD/IO_WR does change state. If not it is then locked in phase "PHASE_COMMAND", normaly "PHASE_COMMAND" shall be executed despite of FDC address being entered. Global FDC state machine have to be first refactored this way : do progress despite of do_update events.
