That piece prevent the head to step to negative track number if the drive is trying (ie get step pulse doward even with track 0 beeing detected).
This should never occur unless the track0 line is not working as expected : detection, cable or controller malfunction.
The drive should work without, but I am wondering how it break.

That doesn't look like the original screw used on these motors, the original was smaller with a rounded head. I would guess that someone was trying to get the drive working and thought that adjusting this part might do something.... Then lost or broke the original screw.
