A search on Google for "short circuit game music composer" leads to the book "Game Sound. An introduction to the History, Theory and Practice of Video Game Music and Sound Design".

There, on page 31 we have the following text:
QuoteAs on other early machines, looping was commonly used when space was limited, as composer Martin Galway elaborates :"The [song conversion] was a nightmare since it's the tune right from the beginning of the movie [Short Circuit] with all the robotic short notes and arpeggios."

Link to Google Books here (https://books.google.es/books?id=gnw0Zb4St-wC&pg=PA31&lpg=PA31&dq=short+circuit+game+music+composer&source=bl&ots=4cf1kvBntI&sig=5Nu0Wxrh-ZaZVJVrSemc6yCOf_U&hl=en&sa=X&ved=0ahUKEwjIwem697fZAhVEvhQKHZAqCw0Q6AEIMTAC#v=onepage&q=short%20circuit%20game%20music%20composer&f=false).

[Edit] Also found this page (http://www.mirsoft.info/gmb/musician_info.php?id_ele=MTAw) with music from different artists, and the Shot Circuit AY tune is also credited to Martin Galway.

Are you sure that's not just the C64 version? The music seems to be completely different on each version, and only the C64 one sounds like the movie music.
