Mentions/tagging added!

I just updated the Mentions functionality on our fourm


Highlights:


-now the suggestion box appears next to the cursor - much tidier
-you can select the member to be tagged with the cursor keys - as it should have been!
-this one is for @MacDeath : attempted fix: extended characters do not trigger the mentions box, but can't really try it. Let me know!
-now it's not case-insensitive
-HTML emails are now HTML!


On the downside, something got broken with QuickReply, will look into it!

concerning the quick reply... there is a simple reply button anyway. but i suppose we all differ in posting habits and some may actually use the quick one**.
