No, that has nothing to do with it. It's pure ohm's law - there's too much resistance in the CPC's power bus, which inevitably creates a voltage drop proportional to the current flow. It's still 5v at the power supply, so that voltage drop results in <5V at the CPU.
If you want 5V at the CPU, you need >5V at the supply.

One more from Inufuto! This one is not easy to describe (and to play).
You must collect all the stars, avoiding the usual monsters. To navigate through the maze, you'll have to press the fire button when standing on an arrow tile, and choose a direction. You'll have to avoid being blocked by arrows from opposite directions..
